Moradabad, UP: In a major breakthrough, the Anti-Terrorism Squad (ATS) UP and Moradabad Police have arrested Hizbul Mujahideen terrorist Ulfat Hussain, who had been absconding for 18 years. The accused, a resident of Poonch, Jammu & Kashmir, had been involved in anti-national activities and had undergone terror training in Pakistan-occupied Kashmir (PoK) between 1999-2000.
Arrest Details
Ulfat Hussain was originally arrested in 2002 when security forces seized a large cache of weapons and explosives from him. However, he was granted bail in 2008 and later absconded, failing to appear in court. He was declared a fugitive, and a ₹25,000 bounty was placed on his arrest.
On March 7, 2025, acting on intelligence inputs, ATS UP and Moradabad Police’s Katghar team arrested him in Moradabad. He had been evading authorities despite a permanent arrest warrant issued by the Additional Chief Judicial Magistrate (ACJM) Moradabad in 2015 and 2025.
Seized Weapons and Explosives
During his initial arrest in 2002, police recovered a massive stockpile of arms, including:
- AK-47 and AK-56 rifles
- Two 30-bore pistols
- 12 hand grenades
- 39 timers, 50 detonators, 37 batteries
- 29 kg of explosive material
- 560 live cartridges and 8 magazines
Criminal Cases Against Ultaf Hussain
He has been booked under multiple charges in Uttar Pradesh and Jammu & Kashmir, including:
- Moradabad Case (UP): Attempt to murder (IPC 307), Arms Act (25), POTA (3/4/5), CLA Act (7)
- Poonch Case (J&K): IPC 324 (voluntarily causing hurt), Surankote Police Station
Investigation Underway
Authorities are now investigating whether he was linked to a new terror module or planning any major attack. His arrest is seen as a significant success in counter-terror operations. Security agencies are interrogating him for further intelligence before presenting him in court.
