Delhi CAG Report Tabled:
On Friday (February 28), Assembly Speaker Rekha Gupta presented the second CAG report, which focuses on the health sector. Discussing the report, BJP MLA Harish Khurana stated that a thorough review of the 240-page report clearly reveals financial irregularities. He pointed out that in 11 years of governance, only three hospitals were either built or extended. Indira Gandhi Hospital faced a five-year delay, leading to an additional ₹314 crore in funding.

He further mentioned that there were delays in the Burari hospital as well. Due to the delay in the construction of a total of three hospitals, an extra ₹382 crore was spent. He also alleged that the Delhi government did not utilize the funds provided by the central government during the COVID-19 pandemic.
Central Government’s Funds Were Not Utilized – BJP
Participating in the discussion, BJP MLA Om Prakash Sharma stated, “The Delhi government failed to utilize the funds allocated by the central government for healthcare facilities. Even the land provided by the DDA for health services was not put to use. Substandard medicines were found during inspections. The Delhi government continued to engage with blacklisted pharmaceutical companies from various states and kept purchasing medicines from them, benefiting them repeatedly.”
TB Medicines Unavailable in Hospitals – BJP
Continuing the discussion, BJP MLAs alleged that despite increasing the extension budgets of three to four hospitals, the projects remain incomplete. Hospitals are lacking essential medicines like TB drugs and rabies injections. The government’s stock register is not available, and the primary objective of the AAP government seems to be mismanagement of the budget rather than healthcare improvement. The BJP further stated that the claims of a world-class healthcare system made by the Delhi government have completely collapsed, as the administration failed to achieve its own set goals.
Deteriorating Condition of Chacha Nehru Hospital – BJP
Om Prakash Sharma further remarked, “Hospitals lack faculty, doctors, and medicines. In JJ cluster hospitals, pregnant women are forced to wander for maternity services as maternity departments are non-functional. Even Chacha Nehru Hospital, which is dedicated to children’s treatment, is in a dire state. The Kejriwal government has done nothing but exploit the public while failing to provide any real healthcare facilities.”
Announcements Exist Only in Advertisements – BJP
Citing the CAG report, BJP MLAs alleged that the Delhi government made several promises, backed by large-scale advertisements, but there was no clarity on when these services actually started or ended. The CAG report mentions that some facilities were launched in 2018 and shut down by 2020, but there is no record of their actual operations—these services existed only in advertisements.
World-Class Healthcare Scam Will Be Exposed in the Third Report – BJP
BJP MLAs further claimed that upcoming chapters of the CAG report would expose irregularities in Mohalla Clinics, revealing how public funds were mismanaged at the cost of people’s lives. They alleged that funds were misappropriated, blacklisted companies were paid, and kickbacks were received. Additionally, they claimed that fake medicines were supplied under the Delhi government’s watch.
